Michael Winslow, the guy who does the great sound effects with his voice, provides annoying rap-inspired soundtrack songs to this, a glossy fourth outing of the series that, although better than part three and sharing the same plot: the new recruits being citizens (think neighborhood watch with guns)... is hit and miss.
Newbies include pre-SNL David Spade, Brian Backer as two skateboarding teens that cause trobule at the mall and are part of the COP. Bobcat Goldthwait returns for his last ride as the growling Zed, and has a love interest played by the lovely Corinne Bohrer. Zed, in his second film after going from bike riding thug to cop, has funny scenes, and plays well off enemy turned buddy/sidekick Tim Kazurinsky.
G.W. Baily returns as the antagonist trying to thwart the new program, and with dopey sidekick Lance Kinsey provides some laughs... Most of the practical jokes landing on Kinsley this time around. But most of the gags, and jokes played upon them by Steve Guttenberg and company (with love interest Sharon Stone), are borrowed from the previous three films: making this a collage of what we've seen already, but an entertaining one.
